Generally takes effect immediately after payment. Your current home rep will transfer to your new race, as will your mount. “Discontinued epic mounts such as the Ivory Raptor and Ancient Frostsaber will not be converted or otherwise affected in any way by a race change, and a character who changes races will still be able to ride their ‘old’ discontinued mounts.” And in case  you can’t make up your mind and have spare money in your pocket, you can change your race every 3 days.
